All the positions linked by La Vista appear to be in Shanghai, which I'm guessing makes it likely it is a China specific project, or something to do with the China Eve servers.
I'd expect Hilmar to say very little new regarding Eve - More talk of Walking in Stations, World of Darkness and Eve continuing to progress as it has done the last 5 or 6 years. Why are you expecting some landmark shift in focus of CCP from one keynote speech?
As long as Eve is making money it will keep being developed.

CCP wouldn't want to do a china-specific project. It's much more likely that they are just focusing the new project's development in China.
A couple of things; the Chinese MMO market is massive and they had to set up a China team to modify Eve for it to be playable by law in China. I'm sure their people in China helped with the development of Apocrypha (as did the content guys in Atlanta) but the bulk of work was still done in Iceland because thats where they based Eve, the knowledge is there and I doubt so early on they can afford to (in terms of quality) perform a full knowledge transfer and effectively outsource the game to other 'cheaper' countries. Global teamwork sounds great and all, but the reality is somewhere needs to take the bulk of responsibility for the product.
Now, that said, a new Executive Producer based in China points to a new team and product being based there. I personally doubt they'd set up a new team there if the product wasn't to be aimed specifically/majorly at the Chinese market. Its the logical conclusion, but I may well be wrong and until the veil is lifted by Hilmar we're all just speculating.
Whatever it does turn out to be though I would argue that this will have a small or no impact on Eve (unless it is directly regarding Eve, WIS etc), because CCP is making money with Eve and to neglect that product before other new product revenue streams have established profitability would be very risky indeed. It is more likely them just divesting their eggs into other baskets in case something comes along turning Eve into an omlette.
